This particular building has, (or at least did about 8 years ago), a sign that reads “Children of The Night”. I think it’s a shelter for run away teens that fell into prostitution. That, or a really out in the open brothel.

That is a good question. What their current use is, I have not investigated. The essential thing is that it once was possible to walk from the library to the post office to the city hall along two blocks of Sylvan.
