The Van Nuys State Office Building

The Van Nuys State Office Building is that 4-story, yellow and green building on the east side of Van Nuys Boulevard right on the corner of Calvert.

It has strips of windows, and a long, blank wall that fronts Van Nuys Boulevard, ensuring that no retail activity will ever enliven its frontage.

What is the State of Van Nuys you may ask? Is that not a ridiculous name? Was it named that to confound and confuse and further alienate us from government?

How about: “The State of California Building in Van Nuys”?

It cost $15 million dollars 34 years ago and was dedicated on February 8, 1985. It was considered a marvelous way to save taxpayer money because it consolidated all state agencies under one, open-air, courtyard roof.

I walked, for the first time, inside the courtyard today, and was surprised to feel a cool, calming, restful place, shielded from the harsh sun and torrid humidity exhausting our city in recent days.

A directory lists such agencies as the Department of Alcoholic Beverage Control, The Department of General Services, The Department of Industrial Relations, and The Division of Occupational Safety and Health. Senator Robert M. Hertzberg has an office here as does Assemblyman of the 45th District, Democrat Jesse Gabriel of Encino who is not to be confused with the Assemblyman of the 46thDistrict, Adrin Nazarian who also has an office here but is not listed on the directory.

The architecture is of the 1980s with lots of diagonal lines, a virtue signaler from that era of advancement beyond the Bauhaus Box.

Walk up the diagonal stairs and look down on a paved brick courtyard planted with Ficus trees and rectangular streetlights a year or two away from hipster respect and admiration.

Most striking in this building complex is the steel and canvas roof with its stadium like effect, a trellis covering that keeps out rain and direct light, but provides, from upper floors, views out to the Valley in every direction.

At the top of the building, one can survey all the grandiose emptiness of civic Van Nuys with its vacant post office, its courthouse buildings and its enormous presence of government that seems to blanket and stifle the old town under a bureaucratic dead weight of concrete, windows and open plazas.

Never have so much accomplished so little for so few.

From 40 feet in the air Van Nuys still wears a costume of respectable commerce and responsive government.

But back down on the street, the crazies are in control: homeless, addicted, angry and desperate. We are expected to always step aside and allow schizophrenic, unwashed, lost and marginal people to camp out everywhere, to doze off at Starbucks, to sleep outside of the LAPD, to vomit and defecate on bus benches.  They live on the sidewalk and then if you photograph them on public property they scream, “You don’t have my fuckin’ permission to take pictures ass hole!”

Road rage is also in evidence, as seen in this video where an angry driver followed my neighbor home from this area in Van Nuys and threw a rock at her car.

Homeless Tents Near Busway and Van Nuys Bl.

This is an emergency that requires a military like mobilization to set up tent cities and wood houses and barracks on land to house people who cannot house themselves. Who does not understand this?

Nobody, not one person, should be allowed to live on the street. At all.

A registry of homeless people should be set up. 12,000 spaces for homeless who will receive housing, food and sanitation and in return will clean garbage, paint houses, sweep sidewalks and be paid $12 an hour and work six hours a day with one hour for lunch. It is humane and reasonable.

We live in a topsy-turvy city that prioritizes the rights of the insane, the criminal, and the alien over all. It is a sanctuary state where July 4thfelt like the middle of Syria during a bombing.  We come here, liberal and open-minded, and then we are asked to excuse everything that is wrong and against the law and understand that the dysfunction of the city is merely an expression of the highest humanitarian values of compassion and tolerance.

Van Nuys is failing because it exemplifies everything in the preceding paragraph.

Option A is Off


The Metro Planning Board will not recommend the demolition of 33 acres of light industry near Kester and Oxnard that would have obliterated 58 buildings, 186 businesses and endangered 1,000 jobs within walking distance of downtown Van Nuys.

“Option A” was a proposed light rail service yard that would have serviced a 9.2 mile public transit train line that will be built from Sylmar/San Fernando to Van Nuys.

Instead, the board said “Option B”, a site around Keswick and Van Nuys Bl., near the existing Metrolink trains, is a better choice for the new site of the service yard.

Construction is anticipated to begin in 2021, with the line opening in 2027.

There are businesses in the “Option B” area that must relocate and they are, predictably and understandably, upset by the decision.

But the “Option B” district is not adjacent to a residential area, and has far fewer parcels, making it a cheaper and faster choice for Metro to demolish and compensate property owners.


Option A 

Imagine this as a beer garden, an outdoor restaurant, a park, or a site for new courtyard housing.

“Option A” runs along the Orange Line with its bike path and bus line slated for conversion to light rail.

It is a bustling and well-located area of affordably priced light industry which one day could also be used for inserting cafes, small retail stores, low profile apartments and multi-family dwellings, providing a new residential/work/recreation district in Van Nuys.

To lose it to the bulldozer would have been a tragedy, and let us hope that community activists, architects, investors and city planners will recognize the potential in the “Option A” area and design a new prototype for progressive living in Van Nuys.

 

 

 

 

One Day, Soon.


 

One day, soon, there will be a revitalization of Van Nuys Boulevard.

Gone forever will be the hopeless days when people laughed to mock it, or ran away in revulsion.

All the central gathering places that should be occupied by civilized things, all the lots that hold parking, all the empty buildings along Van Nuys Boulevard, will be replaced with vibrant, happy, upbeat, successful businesses and residents.

It will take nothing more than $5 billion dollars to invest in new transit, new apartments, new multi-family housing, new police officers, a new police station, an army of street cleaners, and law enforcement people who will ticket illegally parked cars, handicap placard abusers, unregulated street sellers, unlicensed signs, and unpermitted businesses.

The narrowing of Victory Boulevard, the planting of 200 oak trees from Kester to Van Nuys Boulevard, will bring about a revitalization of the formerly crappy strip of low rent mini-malls, slum apartments and empty stores. The LAPD Victory Precinct at the corner of Van Nuys Boulevard and Victory, and its drop-in center there will be open 24 hours a day, 7 days a week.

150 new LAPD officers, out of a police force of some 10,000 will be specifially assigned to the area.

Some 50 new apartment buildings, from Sherman Way to Oxnard, with 10,000 new apartments, will be built and 20% of them will rent for under market value.

Security cameras will enforce the law to prevent speeding, red light running, assault, vandalism, burglaries of properties and hold-ups on the street.

There will be decorative streetlights, three new parks, new benches, and thousands of shade trees planted along the boulevard to protect against temperatures that get hotter every year.

Bike lanes, light rail, automobiles and pedestrians will share a new Van Nuys Boulevard divided between all types of transport, from foot to motor to public.

And the architecture will be inventive, modern, and integrate environmentally such necessities as solar energy and district wide free wi-fi.

In a nod to the old Van Nuys, the first orange grove planted in the Valley in 90 years will be manned by formerly homeless men and women who will guard the orchards as they would their own children. There will be 10 houses planted around the grove to ensure the safety and security of the new urban agriculturalists.

The low industrial buildings in the neighborhood around Kester and Oxnard, all 33 acres, were preserved in 2018, and later became an incubator for creatives who settled in the area and built narrow houses near the Orange Line, and worked and lived next to artisans, musicians, brewers, car restorers and craftspeople of every skill.

All of this is possible.

The people who will decide whether this is fantasy or reality are reading this post.

Box Walk/Santa Monica.


For awhile now, residential modernism has been in charge in Los Angeles.

There was a period, roughly paralleling the 80s and 90s, when ersatz historical structures were the rage. Overdressed, highly embellished and gaudy.

But the stripped down box, the serious architect’s preferred style, is now the only way to build, especially on the west side of Los Angeles, where property is the most expensive, and every single ounce of concrete, glass and steel must pay homage to the gods of inconspicuous consumption.

The Box is King. Long live the Box!

On Memorial Day 2018, I walked from 5thand Pacific in Santa Monica down to Abbot Kinney, observing and photographing select buildings.

2120 4thSt. The West Winds (1959)

Whimsy from a cursive sign that provides a movie title sparkle to an otherwise dull structure.


 

2311 4thSt. Santa Monica (1967)

They charitably called it decorative modernism. It is a cheap way a developer dressed up his building with costume jewelry.


2316 3rdSt. Santa Monica (2017)

These are ultra-serious modernist condos designed by architect Robert Thibodeau. At least one unit sold for $2.6 million last year. They have all the emotionality and personality of a computer processor, but are of this moment in their sanitized, digital perfectionism, one that is scrupulously wired to accommodate residents who might command Alexa to send hot pizza and chilled Riesling by drone.


 

2404 2ndSt. Santa Monica (2006)

Already looking a bit dated with its ultra frozen metallic trim and smooth stucco, it compares awkwardly with its more relaxed and disheveled asphalt roofed neighbor next door.


2501 2ndSt. Santa Monica (circa 1902)

Fear not! This historic house has been under municipal evaluation/debate/conflict/litigation since at least 2010 and there are now plans to demolish only a back garage and guesthouse, and preserve the front structure. An official report by Santa Monica City said this property does not meet standards of preservation accorded to prominent architectural buildings.  A casual observer might disagree.

Imagine if Santa Monica were like Martha’s Vineyard, and little beach cottages with front porches were the norm?  2520 sits in exquisite preservation, next to a parking lot, but it is landscaped with wildflowers and drought-savvy plants. In its modesty and kindness, its gentle openness, it serves as an exception, not as the norm.

 


2543 2ndAve. Santa Monica (1915?)

All over Southern California, the courtyard housing of the Early 20thCentury provided modest, enveloping, nurturing neighborhoods for new arrivals to the Golden State.  These archetypes made maximum use of land, but did so with landscaping and interior gardens. Unlike today’s crime paranoid structures, this building has windows and doors around the entire perimeter, inviting and friendly.  It is under renovation, no doubt destined to be something unaffordable.


 

260 2ndSt. Santa Monica, CA (1989)

Now almost 30 years old,  this white, modernist, multi-family structure is best appreciated by observing it through steel security fencing and a parking lot. It has the mark of the late 1980s and early 90s in its square paned windows. Private, secretive, hidden, fortified, yet gleamingly bright and stripped down to essentials, this is what investment bankers, psychiatrists and plastic surgeons consider creative living.

Google, Inc. is worth $600 billion and controls almost every aspect of every person’s life on the Planet Earth. It is more powerful than government, it is wealthier than 90% of all nations. Its infantile interface masks an incredibly complex and manipulative design meant to squeeze dollars out of any enterprise it wishes to.

It enslaves us by promising us ease. It erodes our individuality and uniqueness by herding us into categories assessed and rated by algorithms. It impregnates our dreams and deludes us into waking stupor.

Here is one of the buildings built by the pre-eminent monopoly of our time. It is a box: fortified, secured and undistinguished. Inside, no doubt, young employees bring dogs, tricycles, skateboards to work 18-hour-days, for 24 months, before they scooter over to another company in Silicon Beach.

In another moral riddle for our times, hundreds of homeless men and women sleep on the sidewalks just a few hundred feet away as if no money existed to rescue them from suffering.

The Bird Scooter

All over Venice, these motorized scooters, unlocked by app, rented by hour, provide another means of transportation which speeds one along without aerobic effort.


Motor Home Home

This RV is parked at Brooks and Electric. The California Flag flies behind it, fittingly, salutingly. No housing type has grown as fast as the parked recreational vehicle.


1201 Cabrillo Ave. Venice (2008)

This home sits partly on a street and partly in an alley, both of which help solidify its sculptural presence. Dark, with variegated steel panels, and zig-zag cut outs, it is somewhat softened by vines. Lest it forget its bohemian surroundings, a reminder of drug dealers and gangs is provided by shoes hung on electrical wires nearby; as well as a tagged refuse container in the back alley.


249 Rennie Ave. Venice, CA (2013)

This is just the back guesthouse, but sparkles with a Teutonic crispness, like 1920s Bauhaus. And if this were Japan, there would be many houses just like this one, built along fastidiously maintained alleys.


 

420 Marine St. Santa Monica (1969)

Only 50 years ago they were knocking down quaint neighborhoods in Santa Monica and erecting cheapo, stacked, shoe-boxed units like 420 Marine St. Almost mid-century modern, this late 60s dwelling shoves cars into the back alley, and squeezes one or two under the cantilevered second floor. An overgrown pepper tree grows like a beard to obscure a homely façade.


2709 4thSt. Santa Monica (1967)

Still a rental, a recent ad offered a two-bedroom for $3,100 a month. Well-maintained from the exterior, it looks to have been upgraded with steel security gate, garage doors and energy-efficient windows. Considering its date of construction, it’s surprisingly un-ugly.

Option A: Just Plain Places


This blog has written 13 other times on “Option A”, a Metro LA proposal by the public transportation agency to wipe out 33 acres of industry in Van Nuys, near the junction of Oxnard and Kester, and replace it with a light rail service yard. It would destroy 1,000 jobs, displace 186 businesses and flatten 58 buildings.

Though the scheme has been public knowledge since September 2017, property owners, workers, renters and the neighbors near here still stand on thin ice, awaiting official June 2018 word whether this whole district is sentenced to death, or if another site (B, C, or D), near the Metrolink tracks up on Raymer Street will be chosen instead.

A photo walk around here yesterday, along Oxnard, Aetna, Bessemer and Calvert, to document some buildings that may be gone in a few years, was also an opportunity to show that this area has great potential beyond its current light industrial use.

In gravel yards, on cracked and broken asphalt, under decaying wood, on treeless, depopulated and narrow roads, there are ingredients for a nice urban area of some new housing, some new cafes, some places where trees, lighting, discreet signage and pavement of cobblestones could bring an infusion of 24/7, urban, walkable, bikeable activity to the neighborhood.

It is already an incubator of creativity with makers of exquisite decorative hardware, superb custom cabinetry, music recording studios, Vespa and Mustang restorers, stained glass makers, welders, boat builders, and kitchen designers. These businesses, incidentally, are staffed by mostly local owners and workers, many of whom are but minutes away, or take the bus or even walk to work.  Rents are currently affordable, often 50 cents, $1 or $2 a square foot.

MacLeod Ale, maker of fine British style beers, since 2014, is on the north side of Calvert and is not threatened with demolition but its existence and success is a testament to the potential for innovation in this area.

Ironically, the very wonderful addition of a landscaped bike path and the Metro Orange Line bus in 2005 is now threatening the area because of future conversion to a light rail system. Yet the “Option A” district is thriving, even if it is shabby in places, because it is a work zone of skilled, employed, productive people.

Politicians who often talk ad nauseum about “diversity”  should come here with mouths closed and observe men and women: Mexican, Armenian, Norwegian, German, Persian, Guatemalan, Salvadoran, Irish, Scottish, Israeli-Americans, all the hyphenations of ethnicity and gender, who don’t care about where anyone came from, but only about where they are going in life.

This is Los Angeles. This is diversity. This is economic prosperity. This is within walking distance of “downtown Van Nuys.”

Yet short-sighted officials, bureaucratic ignoramuses with grandiose titles, flush with public money, would consider wiping out the very type of neighborhood whose qualities are needed, wanted and venerated.

Option A must not happen. This is what it looks like now.

Imagine what it could look like with the right, guiding hands of investment, preservation, planning and protection.

Squandered Opportunities


Nearing completion, now, is a one-story mini-mall on the north end of the LA Fitness parking lot near Sepulveda and Erwin.

Pleasantly innocuous, in a beige/brown way, the mall (with circa 1999 cornice) is being landscaped, pretty extensively, all around, with various trees and shrubs to decorate the sea of asphalt.

Zoned commercial,  this is also next door to a Wendy’s, also recently naturalized, with new water saving plants and a modernistic, horizontally striped renovation. Customers who feast on industrial meat, sugary soda, and frozen French Fries, all trucked in from Iowa, will do so surrounded by native California succulents.

This is all bordering the Metro Orange Line Parking Lot, 50% of which is occupied as a storage center for not-yet-sold new Keyes Automobiles. This scientifically zoned area is irrationally sited along an efficient, pleasant bus line that runs on schedule and connects Van Nuys to Hollywood and Downtown Los Angeles.

Left over in the new mini-mall layout is a rectangular island of land that, in my imagination, I envision as a small apartment building or even a white, wooden Colonial house, a residential arrangement that provides living space for people who can walk next door to the gym, stop for milk at CVS, ride their bikes on the bike path, and most importantly, are there to populate, energize and humanize a sea of parking spaces.

I picked “Colonial” to lovingly pander to the nearby residents of privileged, filmed upon Orion Ave. hoping they might not object to an 18th Century House with a garden in front, housing a nice coffee place or a fort-monthly locale for filming Target and Walmart commercials.

Why not build something on this open spot like these below:

But, for now, the neat, empty rectangle of land is unoccupied with forms either natural or man-made.

This waste of land, and the time-wasting, perpetual, irritating and circular question, “Where will they park?” dominates the beginning and end of any discussion of new apartments, housing or commercial building in Los Angeles.

If there is no room for 1,000 New Hummers in that New 200 Unit Apartment…then I say, to hell with it, let people sleep on the street in tents!

What exists, when it’s built, is a battleground of short-tempered drivers circling parking lots, looking for parking, even when there are 2,000 or 3,000 spaces provided for their temporary storage!

So the opportunity for a new, innovative, and imaginative kind of development, one that integrates the commercial and the residential, is again squandered.

Why?

What have we got to lose?

We are already losing.
