Riots of Color


Urbanize LA is a website showing new development around our city. I get updates from them and see what architecture is going up and what it looks like.

In residential multi-family buildings, modernism is triumphant.

Today, every building is uniquely ahistorical, without any reference to past classical styles, which, in a way is good. Los Angeles, especially in the San Fernando Valley, suffered from 20 years of Neo-Mediterranean buildings, a style that still afflicts much of residential, single-family Beverly Hills.

But the modern styles going up are nervous, jittery, full of multi-colored sections of various colors, so that many buildings do not exude calm or confidence but insecurity. Sections of four, five, or eight story apartments are broken up into light/dark/red/green/white/blue/wood/yellow/purple….. sometimes on one building.

I’m not sure how to psychoanalyse the stylistic quirks of mediocre apartment architecture. I think some of it is due to trying to sell buildings to neighborhoods which are hostile to them. By dividing up larger buildings into many colors, the effect is to reduce the apparent total size.

An apartment building with 40 windows on a wall 160 ft. long in one color appears large. 40 windows in 8/20-foot long sections with 8 different colors seems smaller.

Compare these two examples below. The new Expo Line is 7-stories, while the older one is 5-stories.

An Ugly Example at a Prominent Corner

One of the ugliest of the newer buildings is the retail/apartment built on the SE corner of Wilshire/Labrea which is not only multi-colored but cheap looking as well. LA Curbed called it “possibly LA’s most hated” in 2013. “The building’s facade is a jumble of balconies and discordant frontal planes with the northern and eastern faces designed differently, united by a central tower that seems to lack any elegance or even much design,” wrote Julie Grist of Larchmont Buzz. “It’s a shame the design team couldn’t at least try to borrow some of the sleek lines from other streamline or deco architecture still standing along Wilshire Boulevard.”

Tragically, it occupies an important corner of Los Angeles but has an H&M quality where a fine building belongs.

LA architects and builders built one color apartments from roughly the 1920s through the 1960s with no degradation to the aesthetic fabric of the city. How was that possible?

Walkable Places You Drive By.


 

On the east side of Van Nuys Boulevard, south of Oxnard, there is a conglomeration of small shops.

Signs advertise a Kirby Vacuum shop, Attorney Sandra Nutt, a Farmers Insurance office, PC Tech Computer Repair, Young Actors Space, and a Los Angeles Wedding Chapel. Angeleno Mortuary and Benjamin Moore Catalina Paint fill up the northern most two blocks.

Here you buy cleaning machines, you get legal counsel, you are taught acting, you are legally married, you are fixing your computer, you are buying paint, you are purchasing life insurance, and you are dead and interred.

All this small business activity takes place in little shops constructed in the 1940s when commercial Van Nuys barely stretched south of Oxnard.


 

To the east of this is a pleasant, shady neighborhood of single- family houses mixed together with multi-family properties, mostly well-kept. Tiara, Califa, Tyrone and Sylmar are interesting to walk down because they contain an ecosystem of housing that works well together, near public transportation, modest and neat.

And if you are wondering what to call this area, please address it properly as “Sherman Oaks” even thought it abuts downtown Van Nuys.

You get your smog check in Van Nuys. You rent or own in Sherman Oaks.

At Calhoun and Tiara, a three-story apartment is under construction. Humorously, I observe that the style recalls those jutting out, trapezoids on steroids style popular 15 years ago in Santa Monica. The Valley is always behind….. architecturally.

There are vividly painted buildings on Calhoun, including a bright red box unit, and a 1920s house in school bus yellow at 14300 Califa. People will do daring things only when they see their neighbors do them.

The eccentric hues cheer up the area, bringing energy to a place where the beiges and grays cover everything else.

At Califa and Sylmar there is a property with dark green dwarf palms growing in profusion along the walkway and the front yard. They are a bold alternative to grass and liven up the house, along with a muted green fence built of wood and wire. This arrangement of plants discourages parking, and provides a sharp, prickly security perimeter, a subliminal deterrent, but naturalistic.

 

On the west side of Sylmar, are newer (2014), two-story dense houses packed together, a chorus line of garagettes. The builder pastiched shutters, vinyl windows, tile roofs, and various desert colors to evoke a Californian aura, Montecito Mansion by Home Depot. The houses sold for about $800,000 each.

With a down payment of $157,000, a mortgage for a family of four would be about $3,100 a month.

This area, newly christened as Sherman Oaks, still within paint fume reach of the auto body shops along Oxnard, is a desirable place in a city starved for “affordable” housing.

At 14403 Tiara, townhouses with three bedrooms and three baths will soon be available for $659,000 each. With rows of garage doors, it is unlikely that any of the folks living here will hang out on the front porch drinking lemonade.


The tour ends BEHIND the shops on Van Nuys Boulevard where an old house stands marooned in a sea of asphalt and parking.

Forensically, curiously, I wonder what this was so many years ago? Was this building a little cottage in a sea of orange groves, set back from the road before they filled in the frontage with the commercial buildings? Someone was surviving, living, eking it out 80 or 90 years ago. Then the land, I guess, was subdivided and “improved”.

 

A clever, innovative city would allow this back area to be turned into a garden apartment area. The shops could be built with apartments above, and the windows could face in back around a central courtyard planted with lemon, orange and walnut trees. They might build a few more small houses here, and devise a protected, nurturing development on this site.

The cynic in me doubts it will happen. But the optimist in me knows it is possible.

Option A: Destruction Dressed Up as a Dream Scheme.


From Oxnard north to Calvert, from Kester to Cedros, in Van Nuys, Metro Los Angeles is proposing a 33-acre light rail repair yard.

“Option A” will require the eviction, demolition and clearing of some hundred or more businesses that hug the Orange Line industrial area.

To the casual passerby, this area looks like a shabby district of old warehouses, with a sand gravel yard, a liquor store where homeless buy cans of beer, and used tires are fixed onto old cars at cheap prices. Wooden utility wires, car repair shops, and narrow Kester Street, along with a teaming population of Hispanics, affix in the elite, ruling-class imagination some place below dignity.

The real, happier, optimistic story is hidden away……

Behind the facades, technological, artistic, industrious, innovative and modern small businesses are building fine cabinetry, fashioning decorative metal hardware, restoring vintage motorbikes, making stained glass windows for churches and homes, recording music, and employing hundreds of people well-paid and well-skilled.

And they are all facing a death sentence whose judge, jury and law is Metro Los Angeles.

The real estate here is cheaper, so Metro, in its billion-dollar “Measure M” wisdom, has fastened onto it, insisting that the destruction of many lives, companies and buildings will “improve” Van Nuys by permitting a site where trains from the yet-to-be-built light rail can be repaired.

Imagine 33-acres of train tracks and floodlights, fences, security personnel, closed circuit cameras, and penitentiary inspired gravel and stone paved grounds, acres of track,  sitting just steps from Van Nuys Boulevard for the next 100 years?

What will result from the gutting out of yet another piece of Van Nuys? Just look at Van Nuys Boulevard and surrounding streets where every generation since the 1950s has insisted the mass clearance of homes, buildings and small structures is for the “improvement” of Van Nuys.

When the Civic Center of Van Nuys was built in the early 1960s, hundreds of homes were knocked down. Today the area is a Martian Moonscape of emptiness propped up by court buildings and occasional law enforcement.

When Victory Boulevard and Van Nuys Boulevard were widened in the early 1950s, commerce was lost, walkability and desirability were thrown away. The result is an ugly speedway of pawn shops and urine scented sidewalks.

And if some hundred businesses are cleared away just blocks from Van Nuys Boulevard to make way for a fenced in, electrified, floodlit prison yard for light rail, what positive affect will this have on the promise of revival for Van Nuys?

You can be sure that the politicians and agencies will promise the world to Van Nuys. Just as a decade ago Mayor Villaraigosa gave us “A Million Trees” and only a few years ago current Mayor Garcetti lauded “Great Streets” to further the improvement of our urban boulevards. A walk along vacant shops on treeless Victory Boulevard from Kester to Van Nuys Boulevard is evidence of these old promises.

A great city needs small businesses. A great city needs walkable streets. A great city needs to fight for the survival of unique places connected by history, places organic to the area in which they are born.

Option A is yet another death knell for Van Nuys, another scheme from the outside of Van Nuys, dreamed up by bureaucrats flush with cash, who think they know best how to build in Los Angeles.

Builders Emporium, Van Nuys, CA, 1950s


1948: Builder’s Emporium

With $1,013,430,131 LA building permit valuations recorded for the first nine months of this year, all indications point to 1955 topping any previous year in the history of Los Angeles County construction, according to Ouentin W. Best, chairman of the Los Angeles Chamber of Commerce Construction Industries Committee.

The January through September figure marks only the fourth time that construction activity in the county has gone over the billion dollar figure in any one year. The Chamber report pointed out that since three months still remain giving the 12-month total for 1955. There can be little doubt that the year will record an all-time high, Houses Gain 14%! Unprecedented construction during the same nine months of last year. A total of 51,067 residential permits have been issued to date in 1955, compared to 47,699 at the three- quarter mark in 1954, A total of 15,522 building permits were issued during the month of September with a valuation of $885,428.934.

And in Van Nuys, CA, at the corner of Oxnard and Sepulveda, Builders Emporium, established 1948, was doing a booming business.

Not only did it sell building supplies, tools, and machinery; it also seems to have had quite a golf and fishing, sporting goods department.

What follows are mid 1950s publicity photos connected to the store. They were published in the Valley Times Newspaper (LAPL). Their original, great captions cannot be improved upon by satire.

Here they are:

October 13, 1955 : “First slice of spectacular 40-foot birthday cake is being served by Victor M. Carter, store president, at ninth anniversary celebration of Builders Emporium, Sepulveda Boulevard and Oxnard street, Van Nuys. Cake was served with ice cream to thousands of visitors who joined in festivities.”

May 29, 1956:  “Pete Campbell escorts Ree Regul, Miss Van Nuys, on tour of enlarged fishing section of sports goods department of Builders Emporium, Van Nuys. Recently expanded fishing section will carry complete line of equipment to satisfy needs of all fishing enthusiasts, according to Campbell.”

April 9, 1955: “‘This bunny is a honey’ say the ‘small-fry’ making their pre-holiday visit with the Builders Emporium Easter Bunny at Sepulveda and Oxnard in Van Nuys. The ‘B. E. Bunny’ passed out thousands of free chocolate rabbits to the youngsters at the giant hardware store.”

August 30, 1955 reads “Claire Weeks, Miss Van Nuys of 1955, learns workings of $239 De Walt Power Shop, which will be awarded Sept. 22 as grand prize in Builders Emporium toy building contest. One hundred additional prizes will be awarded. All toys will be donated to Childrens (sic) Hospital, City of Hope and St. John’s Children’s Hospital. Polk Riley, power tool department manager, demonstrates outfit. Entry blanks are available at Builders Emporium.”

In the first third of the 20th Century, Los Angeles developers built many tall apartments in the midst of single-family homes.

One sees, in the older sections of the city, in West Hollywood, Koreatown, and West Adams, the presence of five, six, even ten story apartment houses that pop up, sometimes mid-block, in-between single family properties.

These photographs of buildings, from the USC Digital Archives, are historically valuable, but also aesthetically heartbreaking, for it shows a city where architecture mattered, and humans were housed in civil, respectable, affordable places. Isn’t that the bare minimum expected in a “First World” nation?

There may have been poor people in 1925, but they didn’t live in the tens of thousands under bridges, on park benches, or wander the streets as zombies, covered in dirt, screaming obscenities. Nor would the society back then have allowed mass vagrancy as public policy.

The old buildings were strong and subtle. They wore their classic proportions without irony. They commanded respect quietly. They stood confidently, wore facades in single colors, and were built of solid materials like brick, solid concrete or smooth stucco.

Today, market style makers demand new apartments broken up nervously in clashing colors, painted in clownish and garish hues, most likely to reduce their bulk, preventing probable offense to neighbors prickly over density. They scream fun, but omit horror on the first of each month when rent is due.

But, in fairness to these attention grabbers, at least they have a dialogue with the street, and introduce shops and ground floor activity to the area. They just do it in the Instagram way, by shouting, “look at me man!”


The old buildings always marched right up to the sidewalk. You entered by walking up to an entrance. And this zoning reinforced the urbanity of the neighborhood, because it created chances for pedestrians to interact. Compare that to six lanes of Sepulveda, and parking garage apartments where the only people walking outside are selling something illegal.

Imagine if Van Nuys Boulevard near the Busway had a Langham or Talmage Apartments with hundreds of residents who walked to the bus, or rode their bikes, or ate in restaurants in the neighborhood?

The old civility of courtyard housing, of interior spaces, shielded from the sun, planted with greenery, done with subtlety and grace, that is also how this city used to build.

What is preventing the State of California, the City of Los Angeles, the people of this region, from banding together to amend the harmful zoning laws that prohibit certain types of structures, once commonplace 100 years ago, from being built again?

Abundant Housing LA says it best:

“A whopping 87 percent of LA’s total housing supply was built prior to 1990, while only 13 percent was built in the last 25 years.

 More recently, between 2010 and 2015, we’ve only added approximately 25,000 new units. That number does not include all of 2015 and includes none of 2016, and it will grow by 30 to 50 thousand in the next several years as existing developments finish construction and planned projects get underway. But at best we’re roughly on pace for housing production similar to the ’90s and ’00s, both of which saw historically small amounts of new housing and historically large increases in housing prices. That’s not a boom, that’s the continuation of a decades-long slump.

 This slump is reflected in our city’s vacancy rates, which have a direct relationship to home prices and rents. Lower vacancy rates cause prices to go up faster. It’s exactly the same relationship we see with unemployment: When unemployment is low and fewer people are looking for work, labor is scarce and so workers can sell their labor for more money. As a result, job applicants and existing employees gain bargaining power and their average pay increases. Likewise, when housing is scarce, landlords gain bargaining power and rents increase.”

Filling in the Blanks


As everyone doesn’t know, the Second Largest City in the United States, Los Angeles (pop. 3,972,000) has a lack of housing. Even people who own homes admit, privately, that not everyone should be forced to live on bus benches and sleep alongside the Orange Line Busway.

So at last night’s Planning and Land Use Meeting of the Van Nuys Neighborhood Council, several apartment projects were presented, which will, collectively, add some 250 apartments to an area, now occupied by 180,000 people, renting for an average of $2,000 a month.

Housing is coming to Van Nuys, again.

And the board was saying yes, every time.

For the millions starved for housing, some crumbs are being dropped from the sky.

Giant apartment builder IMT plans to erect a 6-story-apartment at 6500 N. Sepulveda Bl. north of Victory Bl. 160-units will have 275 parking spaces on site. The building, architecturally, has a pleasing look of rhythmic, stripped down modernism. Renderings, of course, show it with spotlights, at sundown, without whores, discarded mattresses and homeless people pushing carts on the sidewalk.

On Thursday, April 27th, at 6pm there will be a community meeting with 6500 Sepulveda developer reps at the Van Nuys Library. So far, 3 people (out of 2,000) in our neighborhood, adjacent to the proposed apartment, have replied that they will attend.

At 14530 Erwin Street, west of Van Nuys Blvd, a 48-unit, 5-story apartment building is planned on the site of some auto repair shops. Again the proposed structure is attractive, with a modern look.

My first reaction was to applaud the addition of upgraded housing within walking distance of the Van Nuys government buildings. One could imagine future residents biking, walking, taking the bus, shopping for groceries. The effect of having new housing on a street now occupied by empty parking lots and gruesome auto shops was uplifting.

However, one of the board members (whom I like a lot) asked, “why would you build on such a crappy street?” I wanted to bang my head against the table. Self-sabotage is such a running theme within the Van Nuys Neighborhood Council. Yes, why bring good development into a bad area? For that matter, why bring a shelter dog into a loving family?

The presenter, politely, replied that land is cheaper in Van Nuys than other areas of Los Angeles. That makes its development more feasible. Sometimes the economics lessons spoken here seem self-evident.

Other projects presented last night included AYCE Gogi, a Korean BBQ restaurant at 7128 Van Nuys Bl. They want to add 20 pinball machines to serve with the garlic beef, bulgogi, pork belly and brisket and beer.

At 14831 Burbank Bl. just east of Kester, a new “Brother’s Pizza” is proposed where Napoli Pizza Kitchen used to be. This strip building will have Crème Caramel LA, Brother’s Pizza, My Fish Stop and The Oaks Express Laundry, a very fine laundromat.

Finally, 7745 Sepulveda, (near Western Bagel) where AVIO Coach Craft asked for permission to add six spray painting booths expressly for Tesla automobiles. The fine automaker, and rigorously environmental company, will oversee the process of applying paint to its vehicles. And AVIO has the exclusive contract under Tesla, a business that will paint 300-400 cars a month.

Apartments, pinball machines and auto body painting. Van Nuys is making progress into the future.
